If you say that WoW is for PvE, you really can't have played hardcore PvE in that game

The balance is based on PvP, and the best PvP , AND a few of the best PvE pieces comes from PvPing
Which class have you played then? Only few noticable PvP gear pieces in TBC were for enhancement shaman and arms warrior. For other classes it always was PvP gear with item level higher than itemlevel you could get in instances you were doing at that moment. Ofc that merciless pieces were usualy better than Karazhan gear, but only for DPS. For tanks and healers even items gain in KZ were better than items with higher item level gain from Arenas.
As Pre-TBC it was the same. Epic PvP set that time was set from the beginning, but PvE items were better and better with new raiding dungeons coming out (First BWL, then AQ40 and then Naxx).
And in WOTLK it is the same. There are only few pieces which are good.
PvP items in WoW have lot of stamina and resilience, which are truly irelevant, because with proper PvE gearing you had enought of stamina
for almost any fight.
So mostly PvP gear is only used in PvE if benefical stats for your class and role are better than stats on item you have atm. And usualy it is because PvP items itemlevel is higher than your PvE items one.
Not talking bout that PvP pieces look like s**t in WOTLK
